DR Congo appoints first female prime minister

Mrs Tuluka is a former planning minister.

President Felix Tshisekedi of the Democratic Republic of Congo (DRC) has appointed Judith Suminwa Tuluka as the country’s first female prime minister.

Mrs Tuluka, previously the planning minister, assumes the critical role as the central African nation faces escalating violence in the resource-rich eastern part of the country.

The conflict between the Congolese army and the M23 rebel group has created a devastating humanitarian crisis. The UN estimates over 7 million people have been displaced, making it one of the world’s worst ongoing humanitarian emergencies.

Mrs Tuluka, in her first national address, acknowledged the gravity of the situation. She pledged to prioritize “peace and development” to ensure the Congolese people benefit from their nation’s abundant resources.

“I am aware of the great responsibility that is mine,” she said.

“My thoughts go out to the east and to all corners of the country, which today are facing conflicts with enemies who are sometimes hidden,” she said. “I’m thinking of all these people, and my heart goes out to them.”

Unending violence

President Tshisekedi blames neighbouring Rwanda for supporting the M23 rebels, an accusation Rwanda denies. However, UN experts have provided evidence supporting the DRC’s claim.

Mrs Tuluka’s appointment fulfills a campaign promise made by Mr Tshisekedi, who secured a second term in December 2023. However, forming a new government will be a slow process, requiring negotiations with various political parties.

The eastern region of the DRC remains a hotspot for violence. Over 120 armed groups are vying for control of the region’s lucrative mineral resources.

The Congolese government says regional and UN peacekeepers have failed resolve the conflict and has asked both to leave the country.

Bintou Keita, the UN’s top envoy to Congo, warned of the M23 rebels’ growing influence and its contribution to the worsening displacement crisis.
